Governor Kim Reynolds toured some of the damage in Cedar Rapids Friday before holding a news conference to talk about the state response.  She says the Iowa National Guard will help with the recovery and also plans to seek federal help “On Monday we will be submitting an application for a major disaster declaration that will provide public assistance — which includes financial assistance to impacted homeowners — covered repairs to infrastructure, which include utilities and debris removal,” Reynolds says.  Cedar Rapids Mayor Brad Hart says he is glad to see National Guard on the scene. “We will recover from this — it seems hard to believe right now.  But I know Alliant is working really hard on that power…when that power comes back on it will make life a lot easier for all of us. But we do have a long road to recover,” Hart says.  Thousands of trees are down and at one point- 98 percent of the city was without power.
