Terry Baxter thinks a fine of twenty-five dollars for killing a bald eagle in the state of Iowa is much too low. The Republican Representative from Garner is working on a bill to increase the fine for killing a bald eagle to $2,500.

Forty bald eagles have been illegally killed in Iowa over the past three years.
