Iowa teen gets sentencing hearing in toddler death

~ CHARLES CITY, Iowa (AP) - A new sentencing hearing has been ordered for a Charles City teenager convicted of killing his 3-year-old cousin.
 
     The Iowa Court of Appeals issued the ruling Thursday for Edgar Concepcion Jr. His convictions, including for first-degree murder, were upheld, but his life sentences were overturned and sent to district court for resentencing.
 
     Concepcion was found guilty in 2010 of first-degree murder and other charges in the 2009 death of 3-year-old Krystel Banes. He was 14 at the time.
 
     Concepcion was sentenced to two life sentences. A recent U.S. Supreme Court ruling says sentences without the possibility of parole for juveniles are unconstitutional. An Iowa Supreme Court ruling also determined a 60-year mandatory minimum issued by Gov. Terry Branstad was still cruel and unusual punishment.
